On 12th September, 2013, the Anti-Corruption Bureau received a complaint alleging that Government Officers at Capital Hill were making entries in the Integrated Financial Management Information System (IFMIS).
The Anti-Corruption Bureau immediately instituted investigations. The investigations found that Mr. Mkhuzo James Bandula Chirwa Senior Quantity Surveyor with Ministry of Lands, Housing and Urban Development also owns Zozama Civil Engineering.
It also found that in August 2013, Mkhuzo James Bandula Chirwa received MK 38, 056,014.00 from Malawi Government without providing any service to the said Malawi Government.
It also found that in August and September 2013, Mkhuzo James Bandula Chirwa deposited Malawi Government Cheques worth MK 55,488,000.00, MK 40, 000,000.00 and MK 20, 800,078.61 into Clive Engineering Company owned by Mr. Denis Mwezi Mhango which he later on collected.
The Malawi Government does not have any contract with Zozama Civil Engineering and Clive Engineering Company.
On 14th October, 2013, the Anti-Corruption Bureau arrested Mr. Mkhuzo James Bandula.
He will be taken to court for him to be charged after he has been interviewed on the matter. He may be charged with corrupt use of official powers contrary to Section 25 (1) of the Corrupt Practices Act and obtaining money by false pretences contrary to Section 319 of the Penal Code.
